multi-use on iPad & iPhone?

I bought offline map importing function on my iPad... should I pay again to use that function on my iPhone?
First, I bought that function on my iPad, and then I install Galileo on my iPhone, I can't open my offline map on my iPhone whthout addition paying. Is it normal situation?
